Social, Political, And Economic Environment In Rwanda All But Certain To Lead To Highly Significant Role For State Sanctioned Non-State Actors Over The Next Five Years
The socio-political environment of Rwanda exhibits truly unique qualities
making it one of only two Sub-Saharan states to receive a split score on the role potential spectrum (the other being Kenya); however, the low score for non-state act or (NSAs) influence in the country that Rwanda received based upon the analytical model used, is likely an inaccurate portrayal of the current roles of NSAs in the nation. The current government has developed ambitious privatization plans, and promoted political decentralization, thus leading to a more
stable and democratic society in which lawful, state sanctioned NSAs can have at least a moderate role. The government placed significant emphasis in the development of the private sector as well as allowing the media and all civil societies to participate in good governance. This support for, and encouragement of, private involvement in the development of the country transfers significant amounts of power from the state to other lawful and state sanctioned NSAs. Over the next five years, as the plans for privatization, decentralization, and increased democracy continue, it is all but certain that the state sanctioned NSAs will experience a highly significant increase in their roles within the country.
